NIOSH Requests Information
As part of an effort to identify RELs that may not be adequate to protect workers from adverse health effects due to exposure, NIOSH is reexamining the existing REL for diethanolamine. The agency is requesting information, including published and unpublished reports and research findings, to evaluate the health risks associated with occupational exposure to diethanolamine. Comments and materials must be received by June 24, 2013.

Cal/EPA Delists Bisphenol A
Effective April 19, 2013, the Office of Environmental Health Hazard Assessment (OEHHA) is removing bisphenol A (BPA) (CAS No. 80-05-7) from the list of chemicals known to the State to cause cancer or reproductive toxicity. This action comes as a result of a preliminary injunction requiring OEHHA to delist the chemical pending final resolution of the case between the American Chemistry Council and the Office of Environmental Health Hazard Assessment, et al.

California Adopts New MADL
In March of 2012, the Office of Environmental Health Hazard Assessment (OEHHA) issued a Notice of Proposed Rulemaking proposing Maximum Allowable Dose Levels (MADLs) for the chemical methanol. After a public comment period and hearings, on April 10, 2013 the Office of Administrative Law (OAL) approved the proposal which will become effective July 1, 2013.

ECHA Publishes Annual Update of the CoRAP
The first annual update of the Community rolling action plan (CoRAP) for 2013-2015 is now available. It contains 115 substances of which 62 are newly allocated and 53 come from the first CoRAP adopted in 2012. The Member States will evaluate those substances under the substance evaluation process of the REACH Regulation in 2013, 2014, and 2015.

ECHA is launching a public consultation on SEAC's draft opinion on a restriction proposal for 1,4-dichlorobenzene in air fresheners and toilet blocks. The deadline for comments is 17 May 2013. Cal/EPA Revises Maximum Allowable Dose Level (MADL) for Sulfur Dioxide
The Office of Environmental Health Hazard Assessment (OEHHA) is revising the Maximum Allowable Dose Level (MADL) for sulfur dioxide proposed for adoption into regulation (Title 27, California Code of Regulations, section 25805). The MADL was first proposed as 220 micrograms per day on July 6, 2012. The new proposed MADL is 10,000 micrograms per day.

EPA Publishes the List of EDSP Universe of Chemicals
The List of the EDSP Universe of Chemicals contains approximately 10,000 chemicals as defined under FFDCA and SDWA 1996 amendments, although not all of the chemicals are expected to undergo EDSP Tier 1 screening. The agency plans to prioritize these chemicals for screening by considering physical chemical properties, exposure, and an effect-based approach using advanced computational toxicological methods.

Earlier this year the Office of Environmental Health Hazard Assessment (OEHHA) issued a Notice of Proposed Rulemaking proposing a No Significant Risk Level (NSRL) for the chemical tris (1,3-dichloro-2-propyl) phosphate (TDCPP). EPA Releases the Endocrine Disruptor Screening Program Comprehensive Management Plan
The EPA has posted the Endocrine Disruptor Screening Program (EDSP) Comprehensive Management Plan on its website. The EDSP Comprehensive Management Plan provides strategic guidance for agency personnel and outlines the critical activities that are planned for this program over the next five years. The plan is intended as an internal planning document, but is being made available to the public in order to be as transparent as possible.

IARC Classifies Diesel Exhaust as a Carcinogen
After a week-long meeting of international experts, the International Agency for Research on Cancer (IARC), which is part of the World Health Organization (WHO), today classified diesel engine exhaust as carcinogenic to humans (Group 1), based on sufficient evidence that exposure is associated with an increased risk for lung cancer.

EPA Announces New Schedule for IRIS Acrylonitrile Assessment
EPA has developed a new schedule for completing the IRIS Acrylonitrile assessment. The Agency has decided to make further revisions to the acrylonitrile assessment to more fully address scientific issues in the assessment. The revised draft acrylonitrile assessment will be released for public comment and rigorous, independent expert peer review. EPA will seek to have the peer review performed by the new Chemical Assessment Advisory Committee that is being formed under the auspices of the Science Advisory Board.

New Schedule for IRIS Hexavalent Chromium Assessment Announced
EPA has developed a new schedule for completing the IRIS hexavalent chromium assessment. Based on the recommendations of the external peer review panel, which met in May 2011 to review the draft IRIS assessment for hexavalent chromium (oral exposure only), EPA will consider the results of recently and soon to be completed peer-reviewed primary research on the chemical before finalizing the IRIS assessment. The oral assessment will be revised to address the peer review comments and combined with the inhalation assessment, which is currently in draft development. EPA anticipates that the draft assessment for hexavalent chromium (oral and inhalation) will be released for public comment and external peer review in 2013.

Cal/EPA Modifies Proposed NSRL
The Office of Environmental Health Hazard Assessment (OEHHA) is providing notice of a change to a proposed regulation establishing a No Significant Risk Level (NSRL) for chlorothalonil. The proposed NSRL published on March 18, 2011, for chlorothalonil has been changed to 41 micrograms per day. A copy of the text of the amended proposed regulation is available on the OEHHA website.

ECHA Recommends Thirteen Substances of Very High Concern for Authorisation
The European Chemicals Agency has submitted to the European Commission a recommendation that thirteen Substances of Very High Concern should in future not be used without authorisation. These substances are all classified because of their carcinogenic, mutagenic or toxic to reproduction (or a combination thereof) properties. They are used in applications where there is potential for worker exposure.

Texas Commission on Environmental Quality (TCEQ) is Accepting Toxicity Information for Chromium VI
Hexavalent chromium (CrVI) has been a chemical under consideration for ESL development since 2006. The Toxicology Division is now in the initial stages of starting the Development Support Document (DSD) process for CrVI and is accepting toxicity information from interested parties who would like to submit relevant data. The TCEQ is aware of the recent California EPA and draft USEPA oral assessments of CrVI and the current ongoing research on the mode of action for CrVI. While DSDs have historically only developed inhalation toxicity factors, the DSD for CrVI may also include oral toxicity factors. ECHA Scientific Committees adopt their first opinions on restriction proposals under REACH
The Committee for Risk Assessment (RAC) adopted its two first opinions at its meeting of 8-11 March on proposals submitted by France. The first was to restrict dimethylfumarate (DMFu) in articles and the second to restrict lead and its compounds in jewellery. In a parallel meeting the Committee for Socio-economic Analysis (SEAC) agreed on draft opinions for the same restriction proposals.

In June of 2008, the Office of Environmental Health Hazard Assessment (OEHHA) published requests for relevant information with regard to the possible listing of three chemicals under Prop 65 as known to cause reproductive toxicity: thiabendazole (CAS No. 148-79-8), thiabendazole hypophosphate salt (CAS No. 28558-32-9) and imazalil (CAS No.35554-44-0).
